Saitama City takes address registration at the citizens’ section (区民課) of each ward office and at the branch offices (支所), but not at City Hall or the citizens’ windows. The city says the counters are very crowded from mid-March to mid-April, and names Mondays, Fridays, the first working day after a holiday and 10:00 to 14:00 as the busiest times.
